We know that talent exists because people vary in ability. Ability isn't innate because it takes time to develop. The willingness to spend time is based on our innate interest and intelligence. Interest + Intelligence = Talent. Talent + Time = Ability.
Talent is what propels society forward, so we should find individuals who have talent and support them. If there isn't a consensus on prioritizing talent, society won't create the necessary conditions for talent to thrive, and we won't have innovation. Talent has the potential to grow into value, but only if society recognizes it and encourages it.

Time is the ultimate judge of value, which is why scholarship compiles references over time. Scholarship determines what has staying power based on statistically-proven experts who can look ahead.
People vary in ability, just as countries vary in quality of life. Innovation isn't a given, which is why when it occurs, we call it history and study it. Civilizations that have found the winning formula create incredible innovation.
