We know that talent exists because people vary in ability. Ability isn't innate because it takes time to achieve it. The willingness to spend time is based on our innate interest and intelligence. Interest + Intelligence = Talent. Talent + Time = Ability.
Talent is what propels society forward, so we should find out who has talent and support them. If there isn't a consensus on prioritizing talent, society won't create the necessary conditions for talent to thrive, and we won't have innovation. Talent has the potential to grow into value, but only if society recognizes it and encourages it.
Spotting talent requires talent because it isn't obvious early on. Only experts can recognize talent before it has proven itself. Time is the ultimate judge of value, and scholarship compiles references over time. Scholarship determines what has staying power based on statistically-proven experts who can look ahead.
People vary in ability, just as countries vary in success. Innovation isn't a given, which is why when it occurs, we call it history and study it. Civilizations that have the winning formula create incredible innovation.
