A place is only as good as its standards require it to be. If nobody has to meet standards, then cheap development and low-quality services will take over the town, and it will fall into decline. Setting high standards depends on the availability of skills, so workforce training is necessary to restore the professions.
The right people in the right places, with the right incentives and workplace environment, creates the necessary conditions for success. Elected government cannot be experts in every subject, so the relationship with Experts at the Workers' University, or similarly-certified institutions, is important to get right.
Towns can implement projects piecemeal according to their current needs and priorities. Not all projects are feasible to do all at once, and although some projects benefit from being implemented together, each municipality can devise its own action plan.
