A place is only as good as its standards require it to be. If nobody can meet standards, then low-quality development takes over the town. High standards depend on the availability of skills, so workforce training is necessary to restore the professions.
Success depends on having the right people in the right positions. Elected government can't be experts in every subject, so they defer to experts at the Workers' University.
